This is an uncomfortable situation for all the pilots at WVI- A local complainer has issued several hundred+ complaints to the SJ FSDO about aircraft flying less than 1000 over land. They are using flight tracking data and trying to make the case that every time any aircraft is less than 1000' over land, they should be cited by the FAA. The FAA has been slow to react and i believe in all cases so far has just contacted the pilots without any follow-up to an initial conversation, but as i understand it now, FAA legal and district management has stepped in to push the issue forward.

This merits some conversation and meetings before the FAA overreacts.
